The argument started with the premise that it wasn’t that hard to imagine simulating a civilization — but the conclusion is that we shouldn’t be able to do that at all.This is a contradiction, therefore one of the premises must be false.

No matter how powerful the top-level civilization might be, there will be a bottom level that doesn’t actually have the ability to run realistic civilizations at all.
